Different people have different ideas about Tuvan and Tuvan language.
e.g.
Person 1: lexnaturalis1 (1 year ago) : He wrote:
they're actually Tuvan and not Mongolian. Tuvans are a group of Turkic people that live primarily in Tuva, Russia. There is some debate as to whetuher modern-day Tuvans descended from Mongolians or not, so it's likely that modern Tuvans are related to similar Turkic groups and Mongol people. It's somewhat ignorant to simply claim they are outright Mongolian.

Tuvan language is not a genuine Turkic language. It is strange and unique mixture of Mongolian and Turkic languages both of which has a root in same languauge group, namely Altaic languages group.
Person 3:
Tuvans are both Turkic and Mongolian but speak Turkic. Also Mongolians and Turkic people are all part of one family, the Altaic people.

There is a difference between "Turkish" and "Turkic" and the question is as much political as ancestral. The people mostly known as Turks today came in several migrations from Central Asia but there was also a lot of Turkification, which is the reason most Turkish-speaking people don't look Asian. Some do. The Soviets certainly did divide people like Uzbeks, Uighurs, Karakalpaks etc. who were united by a single written language, Chagatay.

Groups like the Tuvans and Yakuts do also speak Turkic languages, but culturally they are far from modern Turks; they were more influenced by Mongolian and other cultures. But even in modern Turkey, there are groups that preserve many elements of their pre-Islamic culture. Tuvans, Kazakhs, Uzbeks etc. mostly don't call themselves "Turks" and don't like being called that, but certainly recognize their common roots. Still no average Turk could understand Tuvan without lots of study.

On the other note, as far as the cultural aspect is concerned, Tuvans are essentially indistinguishable from Mongolians. Geographically and culturally, Tuvans are Mongolian. In fact, there are considerable number of Tuvan people living in Mongolia. There are also many great khoomei masters in Mongolia( in obscure places, such as Khovd aimag). If you seek an origins and earlier developments of khoomei, you will find it in Mongolia.
